860 possibly a track out of West Haven barn. Notice no East Rock in the background, only one track instead of several, plus the street is level (it would be inclined if it were James St upper level).
Were it James St lower level, the street to the left of the car would be James St and would have tracks on it, plus 860 would be picking its way through a hellacious maze of trackage and wire.
