3159 on the P line at Broadway just south of 1st St.
The building with many windows just to left rear of the Stcar is the old Hall of Records which was between Temple St and 1st St and was torn down in the 60s.
(The building is on an angle. It was aligned with streets that no longer exist.) The white building behind the streetcars trolley pole is the old State building on 1st St.
It was declared unsafe after the 1971 Sylmar earthquake and torn down. The area remains a vacant lot today.
The buildings to the right of the streetcar have been replaced by an annex to the original Los Angeles Times building located at 1st and Spring St, expanding the Times so it covers the whole block.
