The small grey piece of equipment is ex-McAndrews & Forbes Licorice 10, a diminutive four-wheel electric locomotive built by GE in 1925.
It is seen here on display in front of the Electric City Trolley Museum on April 16 2005. In the right background is SEPTA (former Red Arrow) Bullet car 206.
