This odd-looking piece of equipment is ex-Pittsburgh Port Authority Transit M551, a motorized side-dump car preserved at the Pennsylvania Trolley Museum, seen here on August 10 2002. Built by Differential in 1922, M551 is one of only two operational side-dump cars preserved in museums.
