This odd critter is ex-Philadelphia Rapid Transit C125 seen here on August 10 2002.  It was built by Brill in 1923 as a snow sweeper. PTM acquired C125 from SEPTA in 1974, removed the brooms and rebuilt it for use as a line car.  It was sold to the New York Museum of Transportation in Rush in 2009.
