Brooklyn & Queens Transit
The sign on the elevated station reads "Trains to Manhattan via Brighton and Culver Lines," which means that it would have to be the double-level station at West Eighth Street in Coney Island. There's no other place that would have such a sign that I can think of. Also,  I believe that 2500-series cars were used on the Surf Avenue trolley--I remember the drop-down entrance step from when I was a kid in Brooklyn.
