The photographer looks west on Fifth Ave across Smithfield, possibly in the 1920s. Presumably, Smithfield is already a one-way street; that conversion happened very early. It was not until the very early 1930s that final route arrangement was obtained with little if any changes later. That is Kaufmann's clock on the left, a good meeting place for friends in downtown Pittsburgh. It is still functional in 2014!
